Verkhovna Rada registered a draft law on the market of agricultural land

The deputies registered in the Parliament the bill №5535 dated 13.12.2016 "On circulation of agricultural land."

Three deputies from BPP — Alex MushakSergei Hlan and Pavel Rizanenko are among the authors of the documents.

According to the report, in order to pass these documents to the Parliament it is necessary to receive consent from the following parliamentary committees: the Committee on Agrarian Policy and Land Relations — Alexander Bakumenko, on State Building, Regional Policy and Local Self-Government — Sergey Vlasenko, on Fiscal policy and Banking — Sergei Rybalko, on Legal Policy and Justice — Ruslan Kniazevych, on Tax and Customs Policy — Nina Yuzhanina, on Budget — Andrey Pavelko, on Preventing and Fighting Corruption — Yegor Sobolev.

"At the first stage, which will start on July 1, 2017, the united communities will be able to sell the municipal and state lands under their jurisdiction. The StateGeoCadastre will be able to sell the state-owned land. During this period, only the citizens of Ukraine, local authorities and the state can be the customers. One person can accumulate 500 hectares of land. At the accumulation of more than 200 hectares of land an individual must submit an electronic declaration, which will reflect the source of funds for the transaction to exclude the presence of shadow capital on the land market ", says Alexei Mushak.

It is reported that the main purpose of this stage is to practically identify behavior patterns of the key players, as well as establish land prices in different regions. According to Alexei Mushak, July 1, 2018 should be the start of the second phase, which proposes to grant the land shareholders the right to sell their land shares.

"The next stage is January 1, 2020. The right to buy land is granted to legal entities and private entrepreneurs. Stateless persons and foreigners are excluded from this market", said Alexey Mushak.

It is noted that at the first phase the minimum purchase price of the land can not be less than 20 years of rent, according to the normative monetary evaluation.

We would like to remind that Verkhovna Rada adopted the bill №5368, which establishes that the minimum rent for the land of state and municipal property can not be less than the amount of land tax established for the respective categories of land in the respective territory.
