Sybiha: In 2025, Russia stole over 2 million tons of Ukrainian grain, nearly 40% shipped to Egypt

In 2025, Russia stole more than 2 million tons of Ukrainian grain from temporarily occupied territories. Moscow shipped the stolen grain to markets in Africa, Asia, the Middle East and Europe, with nearly 40% delivered to Egypt, Foreign Minister Andrii Sybiha wrote on X.

According to him, Russia used ports in the Sea of Azov and the Black Sea to export the grain from the occupied territories of Ukraine and created a shadow “grain fleet” to facilitate the shipments.

“Our intelligence has already identified 45 vessels involved in stealing Ukrainian grain and transporting it to global markets. We have imposed sanctions on 43 of them, as well as on 39 captains. We are also tracking companies engaged in this illegal activity. All of them will feel the impact of Ukrainian sanctions — both judicial and special,” the minister said.

Sybiha urged European partners to launch a systematic response to this Russian crime and to apply all possible instruments, both national and international.
