Ministry for Development outlines concession terms for Chornomorsk port ferry terminal

Ukraine’s Ministry for Communities and Territories Development has presented the terms of the concession for the ferry terminal at Chornomorsk Port. The project was unveiled during the Ukraine Recovery Conference 2026 as one of the flagship public-private partnership initiatives in the country’s port sector, according to Deputy Prime Minister for the Restoration of Ukraine Oleksii Kuleba.

The terminal is planned to be transferred under a 35-year concession agreement. During this period, the private investor will be required to invest at least $40 million in the facility’s development.

The project terms also require maintaining the terminal’s throughput capacity at approximately 2 million tons of cargo per year, with the possibility of further expansion. The concessionaire will make annual concession payments to the state and ensure the preservation of existing jobs while creating new employment opportunities.

The Ministry noted that the project is being prepared with the support of the European Bank for Reconstruction and Development (EBRD) and the International Finance Corporation (IFC) in accordance with international standards.
