Minagroprod aims to abolish the right of permanent use of land

The Ministry of Agrarian Policy and Food of Ukraine (Minagroprod) proposes to exclude the possibility of land plots allocation on a permanent basis, informs Interfax-Ukraine.

According to the draft law prepared by Minagroprod, individuals and legal entities that have the right to permanent use of land plots will be allowed to re-lease them for a period of 50 years, or redeem them with a deferred payment of 30 years.

"Non-agricultural state and municipal enterprises will automatically receive the right of economic management for land plots that are in constant use. At the same time, agricultural enterprises of state and municipal forms of property will be obliged to re-register land, which was in permanent use, for rent for 50 years," the message says.

The bill also includes that alienation, pledge of land plots that are in economic management or in operational management, are possible when agreed with the executive authorities and local government.

It is noted in the explanatory note to the draft law that at present the legislative unsettlement of land disposing on the rights of permanent use leads to corruption, as well as to a conflict of interests between land users and authorities.
