Ukraine’s President signs law imposing 10% export duty on soybeans and rapeseed

Ukrainian President Volodymyr Zelensky has signed draft law No. 13157 amending the Tax Code in connection with the adoption of the Law of Ukraine “On Integrated Prevention and Control of Industrial Pollution.” The draft law included the so-called soybean–rapeseed amendments, according to the website of the Verkhovna Rada.

The bill was signed on Tuesday, September 2. Following the President’s signature, it will come into force the day after its official publication in Holos Ukrayiny newspaper and the Bulletin of the Verkhovna Rada of Ukraine. It is to be published within 15 days.

“The draft law No. 13157, which contains the so-called soybean amendments aimed at supporting domestic processing, has been signed. Congratulations!!!” commented Danylo Hetmantsev, Chairman of the Verkhovna Rada Committee on Finance, Taxation, and Customs Policy.

The law includes two amendments related to oilseed exports. The first directly concerns the introduction of a 10% duty on oilseeds. The second provides for the creation of a support fund for agricultural producers, which was a compromise requested by the Agrarian Committee to secure the soybean–rapeseed amendments.
