Cabinet extends licensing of agricultural exports to five EU countries
The Cabinet of Ministers of Ukraine has extended the licensing regime for agricultural exports in 2026 for shipments to five European Union countries. The decision was approved by Resolution No. 1795 on December 31, 2025.
The licensing requirement will apply to exports of wheat, corn, rapeseed, sunflower seed and meslin to Bulgaria, Romania, Slovakia, Hungary and Poland. Applications for export licenses will be reviewed by the Ministry of Economy within 15 days, but only after consultations with the partner countries willing to participate in such consultations.
The government also clarified that unused export and import licenses issued last year will remain valid until March 1, 2026, unless otherwise stipulated by international agreements.
For Bulgaria, an automatic licensing regime will apply to sunflower seed and rapeseed exports.
In a separate provision, the government set a quota for Ukrainian sugar exports to the EU at up to 100,000 tons in 2026. The quota will be allocated by the Ministry of Economy based on actual production in 2025. Companies must submit confirmation documents by January 20.
