USPA held consultations with the World Bank

The Ukrainian Sea Ports Authority (USPA) held the first round of consultations within the framework of the World Bank's technical assistance project aimed at supporting the reform in the port industry of Ukraine.

USPA reports that in the context of the project, international and national consultants will analyze the current situation, existing legislation, rules for managing land assets in the port.

Based on the work results, a report will be formed with recommendations that will improve the effectiveness of land relations, having taken into account the most successful practices of the port administrations of the world.

"We expect that cooperation with the World Bank will allow Ukraine to take an important step towards continuing the reform of the industry. Its essence lies in the transition of ports to the landlord model, which is widely and effectively used all over the world. The first draft is expected at the end of 2018, and the final document — in spring 2019," the Acting CEO of USPA Raivis Veckagans commented.

At the meetings, a discussion was held of the procedure for the allocation of land plots in the ports of Ukraine, as well as the water fund and water areas.

A considerable attention was focused on the aspects of the regulatory and legal issues of land allocation and on the management of land within ports. The possibility of introducing the port-landlord model in Ukrainian ports was also discussed in accordance with the provision of the National Transport Strategy 2030.

Earlier it was reported that USPA re-launched the procedure for the open tender for the provision of maintenance services (dredging) for the access channels and water areas of the Berdyansk and Mariupol seaports.
