QTerminals to relaunch investment in Ukraine’s Olvia port after wartime suspension

Qatari port operator QTerminals will restart operations at the Olvia seaport in Ukraine’s Mykolaiv region. The port concession project was put on hold following the start of the full-scale war, the Ministry for Communities and Territories Development of Ukraine reported.
The Ministry, QTerminals Olvia LLC, and QTerminals signed a Memorandum of Cooperation to relaunch investments. The agreement provides for port development, job preservation, and the continuation of concession payments to the state.
The port was handed over to the Qatari investor in 2020 under a 35-year concession. A new law taking effect in October 2025 will allow concession terms to be amended in cases of force majeure, enabling the full restoration of the project.
