Ukraine approves biomethane roadmap to 2035, targets 2.1 bcm output and new plants
The Cabinet of Ministers has approved a Biomethane Production Development Program through 2035. It envisages increasing production to 1 billion cubic meters per year by 2030 and to 2.1 billion cubic meters over the following five years, the Ministry of Energy reported.
“Our ambitious goal is to reach biomethane production of 1 billion cubic meters per year by 2030 and increase it to 2.1 billion cubic meters over the next five years. In particular, at the first stage of the program, we plan to launch eight biomethane plants and create the institutional framework for the full functioning of the biomethane sector,” said Energy Minister Denys Shmyhal.
Key points from the program’s operational plan:
2026
Launch of the biomethane market
Integration into the EU Union Database
Amendments to gas legislation
Negotiations with the EU on certification
Preparation for biomethane exports
Simplification of connections to gas networks
Abolition of export duties
End of 2026
Tax changes
Abolition of CO₂ tax for biofuels
2027
Practical use
Biomethane as transport fuel
Launch of certification system
2027–2028
Full market development
Certification in line with EU standards
Integration into the European market
Currently, six biomethane producers operate in Ukraine with a total capacity of about 106 million cubic meters per year. The most recent facility launched is the plant of Teofipol Energy Company, the largest in the sector, which is directly connected to the gas transmission system.
The agro-industrial group Pan Kurchak plans to build a biomethane plant with a capacity of over 7 million cubic meters per year.
