Ukraine launches biomethane register to curb “green” fraud

The State Agency on Energy Efficiency and Energy Saving of Ukraine has launched a biomethane register — a digital tracking system for “green” gas from production to consumption or export. From now on, all biomethane transactions will be recorded in a single database, and guarantees of origin can be issued and transferred online.

The register covers volumes of gas injected into and withdrawn from the gas transmission and gas distribution systems. Both liquefied and compressed biomethane are accounted for in the system. Guarantees of origin — a key instrument for trading on the European market — are issued and cancelled separately within the platform.

Users of the register include:

  • biomethane producers;
  • buyers, including end consumers;
  • gas transmission and distribution system operators, which record gas injection and offtake;
  • authorized representatives of these participants.

According to Head of the agency Hanna Zamazeeva, biomethane and its guarantees of origin are becoming standalone trading instruments, while accounting is now transparent and protected against double counting.

“For investors, this means predictability and revenue protection. For the state, it is a control instrument that reduces the risks of abuse and ‘green’ fraud, and enables proper accounting of biomethane in Ukraine’s energy balance and climate policy,” she noted.

The register was developed in line with the requirements of the EU Renewable Energy Directives RED II and RED III on guarantees of origin for renewable gases, as well as Ukrainian legislation.

In 2025, Ukraine launched its first biomethane exports to the EU. Shipment volumes exceeded 11.2 million cubic meters — marking the first large-scale result for the market.
