Another vessel carrying stolen Ukrainian grain is heading to Israel

The vessel PANORMITIS, carrying a cargo of grain that may originate from the occupied territories of Ukraine, is approaching the Israeli port of Haifa. According to Kateryna Yaresko, a journalist with the SeaKrime investigative project of the Myrotvorets Center, the cargo includes more than 6.2 thousand tons of wheat and 19 thousand tons of barley.

Available information indicates that the vessel itself did not cross Ukraine’s state border; however, the grain may have been delivered by other ships. In particular, it has been recorded that LEONID PESTRIKOV transshipped more than 6 thousand tons of barley and about 1 thousand tons of wheat onto PANORMITIS. The cargo was exported from Berdiansk between April 7–15 and transshipped on April 18.

Documentation for the grain was processed in the Russian port of Temryuk, which makes it possible to conceal the true origin of the cargo. According to Yaresko, the exporter is Petrokhleb-Kuban, a company linked to the systematic removal of grain from occupied territories.

At the same time, there are indirect indications that the entire cargo of PANORMITIS may have been formed from grain exported from Kerch and Berdiansk, although this has not been fully confirmed.

The Ukrainian side considers such actions to be the looting of resources from occupied territories and is documenting them within criminal proceedings. Cooperation with countries receiving such vessels is essential for gathering evidence.

Earlier, Israel refused Ukraine international legal assistance in a similar case involving the vessel ABINSK. The new voyage may indicate a systematic pattern of grain supplies from occupied territories to this destination.

Context: On April 12, 2026, Israel allowed the Russian bulk carrier ABINSK (IMO: 9303869) to unload more than 43.7 thousand tons of wheat that had been illegally exported from the temporarily occupied territories of Ukraine.
