Secretary of the Ministry of Agrarian Policy and Food gave details of the department reform

 

The Ministry of Agrarian Policy and Food of Ukraine gave details about the fundamentals of reforming the department.

"Minagroprod is one of 10 pilot ministries, where new structures are being introduced — general directorates. In other agencies, which also participate in the pilot project (the National Agency for Civil Service and the State Agency for Electronic Governance), general departments are being introduced," Vladislav Andronov, the state secretary of the Ministry of Agrarian Policy, notes.

At the first stage 2 general directorates (GD) will be created in the Ministry:

  • for safety and quality of food products;
  • for strategic planning and European integration.

Additionally, in 2017, the Ministry was granted 22 vacancies. By the end of 2017, departments will be created, where each will have 10 staff units (later the staff will be expanded). The number of directors is not limited. It is determined taking into account the complexity and scope of tasks.

Now there are competitions for the positions of heads of general directorates and state experts.

"They have special requirements. The separate competitive commission will consist of 10 persons: 7 representatives of the ministry and 3 the involved experts. Before the commencement of work, the commission members will undergo special training at the National Agency for Public Service. The competition itself is accompanied by video fixing, which will be attached to the result of the contest. This will ensure transparency and quality of its conduct. Normally, the procedure for conducting the tender is determined by the Decision of the Cabinet of Ministers of August 18, 2017, No. 648 On Amending the Procedure for Holding a Public Service Job Competition," explained Vladislav Andronov.

It is noted that the main requirement for candidates is competence, and not only knowledge of legislation. Candidates will pass tests for abstract, verbal and numerical thinking.

The procedure of the competition consists of oral and written situational tasks, interviews, tests. To facilitate the process of participation, a special portal has been created for the candidates-contestants, where one can find all necessary information and submit documents online for the competition. Organizational support and control over the quality and transparency of the competition are carried out by EU consultants.

The winners will undergo a trial period of 3 to 6 months.

After filling more than 50% of the staffing table of the General Directorate, the order will be issued for the start the implementation of the Directorate's authority.
