China to consider list of vegetable oil exporters from Ukraine

The State Service of Ukraine on Food Safety and Consumer Protection (SSUFSCP) together with the Association Ukroilprom compiled the required information on vegetable oil producers in Ukraine and companies exporting it to China, submitted it to the Chinese authorities for consideration.

Changes in the national legislation of the PRC necessitated this move. In October this year, the SSUFSCP received information from the General Administration of Customs of the People's Republic of China (GACC) on the requirement to register foreign producers of food products, in particular, vegetable oil. It is also stipulated in "The Regulations on the Registration and Administration of Overseas Producers of Imported Food" (Decree 248).

"The GACC reports that the registration process and the list of vegetable oil exporters will be completed by the end of 2021," the SSUFSCP says in a statement.

The USDA informed that Decree 248 comes into force on January 1, 2022.

For context, in mid-November, the Director of the Association Ukroilprom Stepan Kapshuk urged to form this list and guarantee access to China's market for vegetable oils exporters from Ukraine in 2022.

The USDA in its November report projects sunflowerseeds production in Ukraine in 2021/22 at 17 mln t, sunflowerseed oil production at 7.117 mln t.

Crude sunflower oil production in Ukraine in 2020/21 totalled 4.7 mln t. Refined sunflower oil output by crushers in Ukraine made up 745.3 thou. t.
